As Richard noted, Microsoft has not made public the method by which a custom transition or effect could be added to the latest versions of Movie Maker. This is in contrast to the prior versions where there was a published API that allowed customization.

I really would like to be able to create customizations within Movie Maker, but can't at this time. In the meantime, if you want to load the prior version Windows Movie Maker 6. In addition, you can have both WMM 6. Movie Maker or loaded on the same computer. You can use whichever one has the features you need. So if you want to use some custom transitions, use WMM 6. When done, take the published video and make further edits in the newer Movie Maker, such as positioned captions.
